If you shop around you should be able to easily find an ODB 2 scanner that you can plug into your engine's computer. Most of them have a way for you to reset the check engine status that turns the light off for a while. Reset the check engine light right before getting an inspection and you will get past that part. No guarantee it won't fail on something else, particularly if the light is on for emissions, but it might be enough to get you to squeeze by.

I am going to San Marcos today to get mine, I have the exact same problem with my 1999 civic. My parents tell me they don't do emissions testing in Hays County, I'm hoping it works!! (they got their truck passed with the check engine light on) Here is the website to see what counties do testing like this...good luck!!

I lived in Smith County for a while, which had no emissions test. By signing the vehicle inspection sticker you are essentially signing an affidavit that you will not operate the vehicle in an "emissions county" for more than 90 days and I'm not sure you will even be able to get an inspection sticker in a county that your vehicle is not registered in.

Also, resetting your "check engine" light may not work if you have a pretty foul engine. When they plug the laptop into your car, you need to have something like 500 miles logged before they will give you the sticker.
