There's PLENTY of open land within the city limits and core to develop, rather than grow out.

One if the reasons SA would annex in years past according to city leaders and the local news papers was to prevent being landlocked and St Louis was used as an example.

Huh? That sounds like bs.

SA has been encouraging growth inside of 410 to stop the sprawl. Please provide a link to your statement.

Probably not BS, they just didn't think in the past about the raw deal they (the city) were getting. That's changed only recently, like in the past 7-10 years.

I don't have a link it was years ago, in 1980 SA was 267 square miles and today 465. I don't deny SA has been encouraging growth inside Loop 410. However the day will come when more people live outside Loop 410 then in, it's already happened on the northside years ago.

I referring to you stating, SA annex communities to prevent the city in being landlocked. That is bs.
