Default Living in Lubbock on low budget

Hi,
I am from Asia and have recently admitted to the graduate school at Texas Tech U with a financial aid of 8350$ per year for nine months. suppose I may not receive any more fund from school and I can't have a job outside campus or even in campus with F-1 visa, do you think on this amount I will manage to get by? I have seen ads on rentals in sites like rent.com at about 400$ per month, then if we add up 400 more for all other expenses(excluding expenses of a car), I will still have difficulties managing my budget.
I would be appreciative to have your replies.
