TX 290 Toll departs US 290 and remains just north of Cedar Valley while traveling West.
U.S. 290 proceeds to Cedar Valley, and Dripping Springs
TX 290 Toll proceeds to Johnson City and picks up U.S.290 just west of it
Both proceed to Fredericksburg, U.S. 290 enters it, TX 290 Toll bypasses it to the south and then re-multiplex
Both proceed to I-10 where they both end.

I wouldn't mind it, but I'd find it highly unlikely that such a road would be built untolled. For the most part the Interstate System is done, they're not looking to build new federally funded corridors as the country can no longer sustain them. Texas doesn't have state tax so most likely any new limited access highway... will be tolled.
