I have always wondered the same thing, and after JA posted it, I did some googling...and it left me none the wiser! Sites on Abilene, Texas claim it, but I found at least one which says it is about the Kansas town.
On a related tangent, just a respectful edit of our good friend and fellow Texan's jotting down of the verse, the words are "Women there DON'T treat you mean, in Abilene"

I had thought that (wispering) Bill Anderson wrote and recorded the song. A couple of months ago I posed the question on his website. Believe it or not he personally responded that he'd not written it. I was amazed.

When we had our centennial celebration, the composer of that song, whose name escapes me right now, was here and said that he had neither town in mind--he just liked the way Abilene sounded in his lyrics. So, I guess it could be either.
One day, I was at a Denny's on Interstate 20 and got to talking to a guy travelling through. He told me he was going from the east coast to the west coast and had deliberately routed his trip through Abilene so that he could see the Eisenhower museum. You should have seen his face when I told him it was in Abilene, Kansas. He wanted to know how long it would take him to reroute through there, and his face became even longer. Poor guy.

I originally went with the Palestine area with its pines, hills and nearby lake.
But, now I'll have to agree with some of the above and go with Marble Falls. That's a beautiful area of the State.
