WestTx is on a distinguished road
If you're okay with small towns, then I would suggest Brady. It is smack dab in the middle of the state and has comparitively low humidities to the eastern part of the state and fairly mild winters compared to West and North Texas. The scenery is fairly nice too. Here are Brady's average temps:

If you want dry it needs to be in West Texas, to me that is roughly west of a line from Wichita Falls to Eagle Pass. Roughly north of Interstate 20, it will get cold and snow. However, it does get cold south of I-20 in the winter, and it can snow too. But it won't be like anything up northern USA, or as frequent.

That is why we say in Texas, if you don't like the weather, wait a minute and it will change. Right now in the DFW area, it is 90 degrees with the wind blowing at 35+ mph. It feels more like Refugio, TX.

Brady is pretty.....and I guess it depends on what one's definition of humidity is, but right now, it's 90 degrees there with 51% humidity.

That seems pretty high to me.

Any place in TX that is dry will have a cool winter, but not cold compared to many places. I'd go for the Alpine-Ft Davis-Marfa area myself if you don't need big-city life.
