Anything's possible, but I don't see it happening. Some may take these jobs, but the trend in Houston is growing westward. The east side is not nearly as desirable, for good reason (too much industry).

A new interstate (running parallel to I-35) connecting the SA and Austin metros in under construction. The first portion has been completed and the second portion is under construction. It is a toll freeway.

Also, New Braunfels has plans for a new loop.

That's not an Interstate Highway, that's State Highway 130, part of the TTC. It's supposed to just barely touch the far southside of San Antonio and go to Seguin and connect Seguin directly with the Austin area. It won't even be of much help in connecting San Antonio to Austin because it's so out of the way for the majority of both metro area populations.

The way San Antonio is growing, I doubt metro Austin will ever surpass metro San Antonio. It will never surpass S.A. city proper, thats for sure. San Antonio is almost twice the size, city pop. wise. The metros may come close by 2040. Cities don't keep up the same pace over the decades. Bexar was the fastest growing county in raw numbers between 2000-2007 in Texas. That should give you an ideal of San Antonio growth.

I see New Orleans with about 2.5 million. There is too much natural resources for NO not to recover

Dallas has had only one major tornado in its history - April 1957 (10 killed).

No earthquakes that I've ever heard about (I arrived a year after the tornado).
