What the hell are you talking about? Houston has a freeway loop too, 3 of them actually with a 4th on the way.

Both cities downtowns boomed back in the 80's, but Houston more so because it was & still is the Oil/Energy Capital of the World. Dallas was more of a regional financial/banking city & still is to some degree. The dot.com bust back in the early 2000's really hurt Dallas though its recovered since then.

Loop 12? Its not even a freeway for its entirety & reaches out as far as Irving on the west side & becomes Northwest Highway on the northside.

You must be talking about the mini-loop formed by Stemmons, Woodall Rogers, North Central, & RL. Thornton Fwy. Houston has the same thing...

My whole point is Downtown Dallas is not big because it is surrounded by a freeway loop!

Not true.

Downtown Dallas is not as big because companies chose to relocate their headquarters to sprawling campus style offices out in the suburbs where land was once cheap. Ex. Las Colinas, Richardson, Plano, Addison, etc.

There are still plenty of surface lots & old abandoned buildings in Downtown Dallas which could be razed & built back up again, thats the case in Houston right now where 500+ ft. tall towers are going up downtown.

The excuses I hear coming from Dallasites are very tired already. They can't admit their downtown lacks the vibrancy found in other Texas cites such as Fort Worth, Austin, & even Houston.

Maybe because they're residential? Uptown Dallas is not Downtown BTW, just like Midtown Houston isn't part of downtown. They're both distinctly separated by a freeway.
