My vote goes to downtown Port Arthur.
(That Houston pic doesn't do the skyline justice either.)

Based on the title of this thread, you need to make up your mind which topic you want to discuss, the worst or the best.
Since the title is Worst Texas Skyline, I have a city to nominate. And this one is difficult in one sense, because I love that place, yet easy because of what is actually there. And the worst skyline vote goes to Lubbock. They haven't exactly spiced up and spiffed up the downtown area since the 1970 tornado. Talk about non-proactive. Now, I will say this. Slow steps are being taken to improve that --- with a hotel that rises a mere fifteen stories with a convention center adjoining it.

Well proportionately to population, San Antonio's is quite disappointing.
The worst would probably be Waco's even though I like the Alico Building.
By the way, I heard Downtown Waco is revitalizing itself and trying to get Baylor students to live there so that's good.
THE BEST IS DALLAS'

I agree he best and worst skylines should really be judged with respect to metropolitan population. But, overall:
Best: Houston
Worst: Lubbock

Waco is pretty good for it being a small town and plus that's not all of it.

I don't really think San Antonio's is that bad. It's got an intrigue all its own. They just don't have a big collection of 50-story buildings like Houston or Dallas.

For the smaller metros in the state:
Best: Midland--an amazing skyline for a city of its size
Worst: Lubbock--also an amazing skyline for a city of its size-but its getting better I understand
Large metros:
Best: Dallas
Worst: Toss up between El Paso and San Antonio
