30 years ago that was probably true, as it was for most of the Old South. I wouldn't equate Southern Democrats of 30 years ago with current ones though.
30 years ago the much of South was just coming out of the last vestiges of the Civil War and it's repercussions. There was a time where a Republican could not win an election for Dog Catcher anywhere in the old south.
I imagine that most of those Democrats from 30 years ago are now Republicans, or at least vote Republican in any race above the County level.
