Question Why doesn't Odessa annex it?

Does anybody know why odessa doesnt annex west odessa? They use odessas schools and everything their population would go up to 120,000 or 130,000 i think so why do you think they don't do it

West Odessa is basically a giant trailer park. Odessa doesn't want the burden of having to provide services but not get much tax money back. Annexing West Odessa bring down Odessa's statistics such as average income and GDP per capita, making Odessa not look so attractive to potential business. The cons seem to vastly outweigh the pro of adding 20,000 or 30,000 to their population.

That and the annexation would be challenged. Odessa probably could take it but it wouldn't be worth cost and hassle.

In Texas, incorporated cities can not annex other cities, only unincorporated areas.

That's right West Odessa is not incorporated. Also people who live in West Odessa don't want to be in the city. Many of them keep animals and various other stuff. It is not only trailer houses, there are some nice houses out there. I lived out there for a while and the place has a certain libertarian feel to it that you just don't have in the city limits. It looks terrible but the freedom is nice.

West Odessa should stay separate from Odessa. There's nothing with having another town next to your city.

Possibly, West Odessa doesn't want annexation. I lived there years back. 1976 to 1982.
I graduated from high school, then went to work in the oil patch. Roughnecks made big bucks
in those days. And yes...I was West Odessa trailer trash. Life was good. Then "all of Odessa" died.
Remember the wait for a UHaul Truck? Getting outa town was tough. Closed convenience stores,
restaurants etc. A ghost town within months.
