I have heard this too. Also, that the San Jacinto mounument is not actually taller than the Washington monument so far as the actual obilisk goes, but that the addition of the "Lone Star" makes is so...

Uhh, no; it's not. Taken directly from the state flag code:
Sec. 3100.055. DISPLAY ON FLAGPOLE OR FLAGSTAFF WITH FLAG OF UNITED STATES. (a) If it is necessary for the state flag and the flag of the United States to be displayed on the same flagpole or flagstaff, the United States flag should be above the state flag.
(b) If the state flag and the flag of the United States are displayed on flagpoles or flagstaffs at the same location:
(1) the flags should be displayed on flagpoles or flagstaffs of the same height;
(2) the flags should be of approximately equal size;
(3) the flag of the United States should be, from the perspective of an observer, to the left of the state flag;
(4) the flag of the United States should be hoisted before the state flag is hoisted; and
(5) the state flag should be lowered before the flag of the United States is lowered
Look up the flag code of any of the other 49 states and I'm sure you will see that they contain something similar to the above.
As I said, I love my home but that one is merely a legend.

^^^ That doesn't say anything about the Texas State flag being flown at the same height or lower than the U.S. flag. And yes, it CAN be flown at the same height. They are all over the state flown at the same height. The only thing what you quoted that says anything about the state flag being lower is if they are on the same flagpole/staff. THEN, the U.S. flag is higher and the state flag below it.
As for the State Capitol in Austin, YES, it IS taller than the U.S. Capitol. I was just there a few weeks ago w/ a school trip and the tour guide and all of the history that I saw and read said that it IS taller.

I think there's a misunderstanding; I never said the Texas flag isn't flown at the same height as the US; of course it is, and deservedly so. My point is, that Texas is not the only state in the union allowed to do it.
