I would suggest San Antonio hands down, for the outdoor activities & this city just has a vibrancy, yet still feels home town. That being said, given your health concerns you should really look into the issue of cedar allergies & such! I believe San Antonio is one of the worst places in the country for this.

And gee, Sugar Land looks gorgeous!

But as miserable as cedar fever can make you, the good news is that allergy shots are effective for a high percentage of allergy sufferers.
