California is the same way. Our Insurance Commissioner is also appointed by the Governor, and for many years we had one that sided with insurance companies 99.9% of the time, when in fact he was supposed to 'reign in' the spiraling insurance costs in the state.

Oh, and where do you think he came from? The insurance industry, of course. It took a near-revolt to finally get him out of office, though I'm not sure if anything has changed much since then.

So it's not just Texas that appoints foxes to guard the hen house.

I have Germania homeowners insurance in China Spring TX (suburb NW of Waco) and currently pay around $800/year for the policy on my house which is appraised at around $205,000. The land value is probably $25,000 so the replacement cost of the house is probably around $180,000. The contents are insured for $60,000 and the deductable is $1000.

So I agree with others here, your rate sounds way out of line.
