I've been to South Padre and I love it! The beaches are great, the locals are very friendly, and they have some great restaurants there too. I'd love to own a condo down there.

South Padre is nice and all, but if I wanted to be surrounded by people from Monterrey, I'd go to Monterrey.

I hear good and bad about Padre. The bad: lots of poverty, no amenities like good supermarkets, shopping centers, movie theaters. From checking street views on Google Map it does look pretty dismal.
However, the good: relatively affordable, not more than a few blocks from the water in each direction.
Tough call if one is thinking about making it a possible retirement destination.
