I can't find any clear statements regarding camping being prohibited or clearly allowed on Texas beaches. I assume that public access must include the right to camp but have not been able to verify that. This is the closest I could find.
Of course, one can camp at any state park that has a designated camping facility, but for a fee for daily access and a fee for camping. I had assumed the OP was referring to free public access and camping.

Texas is one of the states that does allow overnight parking at any highway rest area, and several very nice spacious ones have become de-facto campgrounds. For example, at the junction of 118 and 166 near Fort Davis. It is my understanding that overnight parking (but not necessarily tent camping) is permitted at any publicly-accessible state-owned land, unless it is signposted to specifically prohibit overnight parking. And all beaches are "publicly-accessible places".

By the way, a traveler who is sleeping in his camper or vehicle in a Texas rest area or picnic area MAY be asked for ID by the police making a routine check, but will not be asked to leave.
