There are a lot of towns in TX that might meet your needs. I live in Tyler, where crime is low, there is little traffic, and most citizens are just as proud of their country as they are of their state. The problem is, you mentioned

When you live in a town that isn't diverse or doesn't have a lot of tolerance for people from other countries, guess what else you'll find? They don't like "New Yorkers". So any small amount of an accent you might have will leave you in the exact same place that the family with the foreign flag is.

Given your stated criteria, any of the medium to smaller Texas cities should work out for you, such as Abilene, San Angelo, Midland, Odessa, Tyler, Waco, Lubbock, Amarillo, Wichita Falls, etc.
