What is the best city for bicycling in Texas?

Depends what you mean.

Best city for mountain biking: Waco. Seriously, Waco. Cameron Park in Waco is the premier urban mountain biking location in Texas.

Best city for fitness riding and road racing: Probably Austin. Lots of great rides to be had in the hill country.

However your question is probably best posed to the Texas cycling boards on the Bike Forums and Road Bike Review forums. Both of these two boards had forums just on cycling in Texas where lots of Texas cyclists hang out.

Recreational bicycling is good anywhere there is easy access to rural roads in Texas. Virtually every rural road in Texas is paved and most have adequate shoulders and selecting those that have the least traffic can make for both safe and enjoyable long rides.

Commuting within a city or town is another matter. Someone will know of someplace, I feel sure, where there has been some effort made to provide dedicated bike paths - not just bike lanes on existing streets. Austin has bike lanes but cars parking in those lanes are often a problem.
