Houston! For Texas, at least.

Houston ranks well on EPA list of Energy Star buildings - Business Journals
Houston ranked No. 6 on the U.S. Environmental Protection Agency list of metropolitan areas with the largest number of energy efficient buildings that had earned the EPA’s Energy Star rating by the end of 2009.
At year's end, the Bayou City had a total of 133 Energy Star buildings with 64 million square feet of space.
The Dallas/Fort Worth area also broke the top 10, coming in at No. 8 with 113 Energy Star buildings with a total of 33.1 million square feet.


The top 5 and ahead of Houston were Los Angeles, Washington DC, San Francisco, Denver, Chicago.

this is great news!! i am a certified energy rater and one of my jobs is to rate and certify houses for energy star compliance...... soooooo.... if these programs are gaining traction in texas, maybe i can get my butt moved back home sooner than i was anticipatiing........
