You know, it occurs to me that Perry is using "Act of God" in the contractual law sense. "Force Majeure" is a concept common to oil & gas and insurance contracts and there really isn't anything embarrassing about it.

If he worked selling insurance... I would say that you are right.
He's a governor, not an insurance saleman.
