Highly unlikely.

While Toronto certainly has a colder climate than California, let's not talk about it as though it's the high Arctic. Thousands of people from warmer climates live in the Toronto region and manage just fine.

If your not dresses properly in the Winter in Toronto you can get Frostbite.

Coldest Temperature in The City Of Toronto was -33°C

In July the Temperature Dipped down to 3.9°C

In August the Temperature Dipped down to 1.1°C

In June the Temperature Dipped down to 0.6°C

Even in the summer months i can get dip down into to single digits, That's the way the weather works in Canada, GO CANADA GO.

Citing those extreme historical numbers makes very little sense. Toronto has similar weather pattern as upstate New York or Chicagoland, if not better.
I don't see the point of your describing Canada as a completely unpredictable horibly inhabitable country Were you medically damaged because of the weather here before? In reality, Mid April through Mid December is very agreeable in T.O.
