The Camry will be redesigned in 2017 and it should come out around Fall of 2016. How will it be different from the current Camry? What additional stuff will it have?

More airbags, electronics, nannies. Probably thinner teal, closing in on 40 mpg combined.

I look for them to make the car smaller, a 4 banger only, and cut content. They MAY even go with Series 6000 aluminum body panels like Ford is experimenting with for the new F150. As far as adding more to it, I doubt you see any new options and probably fewer as they will be cutting content. You're going to be seeing less content in the cars in an attempt to lighten the weight for better MPGs. While not an econobox, the Camry is no luxury car and all of the car makers are going to have to cut content and weight especially on their major sellers to get the CAFE up. But you can look for a 100% electric Camry coming soon.

More high tensile strength steel. Which they took the UHSS "trick" from their partner Subaru.
More work on underbody aerodynamics. Alot of people dont realize thats one place Toyota dors alot of work on all their cars for MPG.
Slightly more aggressive styling, (for Toyota). They already know they are oldest design in the segment even though just restyled for 12 MY and will prob have a quick mild refresh for next year even.
Next gen hybrid will be VERY close to 50mpg overall whioe staying at least 200HP, and nex gen Prius will be 55+mpg
Slightly lower price. Camry actually dropped in price last redesign and will drop again SLIGHTLY.

I don't think they'll have less power. If Hyundai can get 198hp out of its base 2.4 engine then Toyota should be able to.

Would the 2017 Camry, overall speaking, be a better car than say a low end 2012 Lexus?

Who knows what it will look like or even if it will be a better car. Its 3 1/2 years away if they do redesign it by then.
