Exaggerate much? You can cram 5 average sized people in a Camry, where as the same people would have plenty room to spare in a CV. Trunk payload? No comparison, a CV will hold at LEAST 1 additional full sized garment bag and another backpack than the Camry can... easily. Don't let total volume figures distract you from the real world geometries. Fuel mileage? I just got back from a long trip in my SO's '07 non-hybrid Camry (blah!) and we were at about 27mpg @ 65-75. The car is under 100k, tuned and no AC was used. A CV averages about 20mpg in comparison, not even close to 2-3x less.
My mother's '13 Avalon is a little bit closer in cabin space compared to a CV/TC but still not as much and the trunk payload is noticeably less, just like the camry. She has a hybrid and gets in the low to mid 40's.

They are almost all exclusively hybrids so the fuel mileage WILL indeed be at least double if not triple. And only an idiot does 5 people in CV OR Camry taxi with so many minivan taxis running around. Youre also smoking crack if you think a CV taxi is getting 20 MPG.

My father is in the transportation business and owns a fleet of town cars, several of which are well above the 200k mark. They ALL average right around 20 mpg in a city/highway driving mix. So yes, I can see at most around 2x if you are comparing a hybrid Camry. You did not specify that.
If pure commuter, any midsize FWD sedan would work. Airport taxi needs luggage space so minivans or midsize SUBs are needed. In cities with plenty of stop lights/signs, plug in hybrid makes sense.
Around here,taxis are mostly Lincoln Town Cars and Dodge Caravans,previous generation.
