That was a quote from the US customs website I linked to. You can argue the validity of it with them at the airport checkpoint if you want. I'm sure if you have a few extra pills they won't squawk, but a few extra bottles is probably neither necessary nor wise.

"Gestapo?" What the hell is the matter with you? Customs are Gestapo because they control the crap that could enter the U.S.? I guess you'd rather be "pumped up." Get a nudie magazine ...

I want to point out that there is NO CBP leaving the US. I have never had the amount of prescription medication I'm carrying questioned by their counterparts at ANY foreign country. They have never dumped the containers and counted the pills, which are always the length of my trip plus five days.

Coming back in I have also never had the remainders questioned. For amounts NEEDED FOR PERSONAL USE they DO NOT CARE.

I have also brought prescription medication from other countries back with me, including antibiotics and Codeine. It was prescribed by a doctor due to a condition I developed while traveling, and I hadn't finished the prescriptions before re-entering the US. It was neither declared or questioned.

That said, I would not try to bring medication back from another country unless it was prescribed for me by a doctor in that country and in an amount required to hold me over until I could see my personal doctor at home. In other words anything more than a few days supply or for treating anything that is a medical emergency (infection, broken bone, heart condition, etc.) I would not bring back into the US. In my opinion it is not worth the risk of possibly being red flagged for every subsequent re-entry for the rest of your life.

I also have prescription medications (controlled substance as well) that I had to bring with me in my international travel and never had an issue.
The point is that one or two bottles/boxes of such prescriptions are not frown upon, but let's say, 10-15 bottles not only raise suspicion, but will probably get you in serious trouble (even if it is only for personal use). A case or two of Viagra are not going to go unobserved during Custom's inspection ... they shouldn't, at least.
