Do airlines ever do hotel vouchers or anything like that for economy tickets for a 24 hour layover?

A scheduled Layover? No,

For a Act of god re-schedule they will give you list of hotels that will give you a discount.
If they are in a good mode (you took a bump) they will pay for you hotel for the night. Also if a missed connection or flight can. There fault, they will put you up (maybe).
