Yes. It's for land border crossings and sea ports.

I have better uses for $50 than buying a card that only duplicates the information in the book.

If you are crossing the border by land or sea, yes. (It's what the card was designed for) If by plane then no.

If you are out of the US and need to fly home for whatever reason like illness or other, the card will not get you on a plane.

The card is OK if you are driving or walking into the border areas Canada or Mexico. I have done both. I just got a book because I am planning a trip where I can't drive or walk.

We contacted Vietnamese embassy in D.C. and they said $220 for a one year multi entry and the way they worded it was that was currently the only choice. Others say $25 for single entry.
Cambodia and others are easy to get a visa when you arrive at the airport. Do you pay more that way?
It sounds like Vietnam has a process unlike the others. (?)

Checked TIMATIC for ordinary 14 day stay with ordinary USA passport and it says:

https://www.united.com/web/en-US/app...aspx?i=TIMATIC

Quote:
Visa required.

The following are exempt from holding a visa:

Nationals of USA arriving at Phu Quoc (PQC) for a maximum stay of 30 days.

Nationals of USA arriving at Hanoi (HAN) or Ho Chi Minh City (SGN) with onward tickets for a connecting flight, on the same day, to Phu Quoc (PQC). They are required to remain in the transit area of Hanoi (HAN) or Ho Chi Minh City (SGN) and clear immigration at Phu Quoc (PQC) where they will be granted a maximum stay of 30 days.

Passengers with a Certificate of Visa Exemption issued by Viet Nam for a maximum stay of 90 days.

Visa issuance:

Nationals of the USA with a pre-approval letter issued only in Hanoi, Viet Nam by the Vietnamese Immigration (Ministry of Public Security) or the Consular Department (Ministry of Foreign Affairs), can obtain a visa on arrival at Hanoi (HAN), Ho Chi Minh City (SGN), Da Nang (DAD) or Nha Trang (CXR). Fee: USD 25.- for a single-entry visa; USD 50.- for a multiple-entry visa up to 3 months; USD 95.- for a multiple-entry visa up to 6 months; or USD 135.- for a multiple-entry visa up to 1 year.

U.S. CITIZENS-- As of 25 Aug 2016, 1 month, 3 month and 6 month VOA is not available any more, only a 1 year visa. Fee to process approval letter: 1 year validity is $35 and up/person (varies by vendor) and stamping fee at VN airport is: $135.

https://www.tripadvisor.com/Travel-g...rival.Voa.html

The plan was to enter Vietnam near Can Tho and not airport arrival. Short stay under 14 days easily.

The Vietnamese Embassy told us $220 for one year. It seems the 1-3-6 are no longer offered.

Please note that between 1 July 2016 and 30 June 2017, holders of British, German, French, Spanish, Belarus and Italian passports will not require a visa for stays of up to 15 days. It is not yet known whether that exemption will extend beyond June 2017.
