Actually, there are only a few roads crossing that border, I think only about four with decent roads and regular traffic, but yes, this is the one between Santiago and Mendoza, the main one. Even this road sometimes remains closed for months in the winter, having once prevented me from getting back to Chile. Google-image /argentina chile border/ and this is the first pic that pops up.
Yes, too many clues, which are contradictory.. I can't think of any place that would fly the Quebec flag, but have an English-only sign to advise the general public. With that rocky relief, it wold have to be somewhre on the lower St. Lawrence, Quebec City or below, that has mostly English-speaking tourists, nobody demanding to know when is the prochaine bateau. Even the name of the boat is English. Very few places would have a stately old building like the one peeking out of the background, so I have to say somewhere in Quebec City. Maybe Victoria, and the Quebec flag is the anomaly.
