That headland or island in the background looks to be of too much elevation for the Keys. I don't think that's trees as the tree-top line isn't uniform enough and I don't see any palm trees.
Mainly, I first thought somewhere near LA because of the architecture and the way the sun comes up over the Palos Verdes bluffs. But those bluffs in the background picture are not high enough. I don't think there are too many other places on the West Coast that present this type of sun rise.
I would maintain that this elevation would also eliminate anything along the gulf coast or SE seaboard as well.
