Looks like barracks/living quarters for some remote operation but all the personal vehicles are a bit of a mystery as if it was that remote why would you need a car and where would you drive with it.
I'm guessing Alaska and i'm guessing its the last stop before every one parks their cars and either gets on a boat or a plane..

No. As I said, it's in Canada. But, yes, it is a sort of living quarters.
Here's a place that merits a "superlative" adjective in its description. The birds are Cormorants, but I'm not going to tell you which species, because that would narrow down the geography too much.
