That could be the one in Malta, at very high tide, but I doubt the tide would ever get that high.

I presume Malta is also wrong?

the port at Giurgiuleste, Moldavia, is only two meters above sea level, the lowest elevation in the world in a nation that is landlocked. (Disregarding the Caspian Sea in criteria for landlocked.)

Actually, I hit upon that fact (two meter elevation), but failed to follow through on whether it was significant.
