My impression is that this is on the North American continent judging by the preponderance of the pick-ups and SUVs. The pine trees seem to indicate a Northern latitude. Although the roof angles seem to indicate an area without a lot of snow load. The housing construction looks as if the houses were built somewhat recently at the same time with western details such as gutters. Looks like a company town.

It also appears to be a lawless area with bands of youths on their souped up bicycles marauding though the streets scaring all the citizens to stay safe behind their locked doors.

Frankly the stop sign seems to be a bit intimidating to me (and possibly an elaborate ruse) and I don't think I'd be so inclined to stop at fear of my own safety. I think the owner of the motorcycle did so, was captured and murdered and the children that ate him took this picture as some kind of sick trophy.

I say Winnipeg.

The only place in Canada where Cree is the official language is in the Northwest Territories, but that seems to be a damn good 25 hour drive from Yooperland.

So...I'm going with Nitaskinan, which is closer. But, I don't know if they would have Cree on their stop signs.

Yes. Exactly where in Quebec can't be known without additional clues or tiresome guessing, so I'll award it to you. It's actually Chisasibi, on the east side of James Bay.
