Even using those search terms, I can't find a close enough match to the fuzzy one provided. About half of all the tall statues in the world are representations of that figure. That wouldn't have been much of a key, because her name is spelled different in the transliteration from every country in Asia, from Guan Yin to Kannon.

Not really - that little hat is pretty distinctive. If it's not the one I mentioned I do think it's representing the same entity.

Your guess is correct, though the statue is typically identified as being of Buddha.

I was going to say the Funicular in Quebec city but research shows they are Blue,unless the pic is old and they used to be red, or the pic is new and they've painted them red

No, not Quebec City, not North America. Those in the picture are every-day regular commuter transportation. There are several such lines in the city.
