Italy was one of my first thoughts, so I've looked all over it and found nothing which might resemble that picture. Most, if not all, of the barge canals in Italy are in Lomabardy and I don't recall any palm trees there.

Maybe my memory is flakey or maybe it's not Italy at all.

Good challenge, though.

@jambo101: Sofia actually is the capital of Bulgaria, not Romania.

My last hint: It is Spain!

The famous building that everyone would immediately recognize has one archiectural feature that looks like one in Bilbao Spain, which also has a canal. Which would account for the lack of Mediterranean-type vegetation. Is that it?

But, that's too far north for palm trees, isn't it?

My first thought was somewhere in the Gibralter area, but I don't know of any canals around there.

Is it somewhere along El Guadalquivir?

Having paced myself through the endurance race, I offer this interesting life size nude statue just a block away from a little white church.
