any reason that one can no longer print their boarding pass at LaGuardia airport by entering the reservation/CC #? now one has to get on line and give the info to the clerk

is this a new federal law or is it just unique to LaGuardia? I didn't notice if it's the same thing at Atlanta

No federal law that I know of, since I flew Monday. Could be your airlines system was down or malfunctioning, or a number of other issues. Unique practices differ by airlines. Printing of boarding passes is simply a cost effeciency tool (less staff needed at check in counter) used by airlines and has nothing to do with federal regulations.

Default I thought it may have to do with

extra security measure since the clerk asks your destination and to see your ID whereas the machine did not ask for that

If you are just printing a BP and not checking a bag, then your credit card or FF card if you have elite status will both work. If you are checking a bag, you still need to show ID. That hasn't changed in several years. I agree with the above poster, it's possible that kiosk or your airlines system was having issues.
