I know my local community very well, but I don't know all the streets. The past couple of
weeks I've been using the "big guys" like Google Maps and MapQuest. The directions
to various places in my community are not always accurate and the maps are not helping.
Years ago I found a somewhat obscure .org site that just provided simple directions. I think
it was a college project. It's gone, and I've been searching for something similar.
Do you truly find using a street atlas to be a complex operation?
I don’t get what this OP is looking for. Having lived in Japan, where they don’t have street names, I can say that actually having streets is much easier than trying to identify unique landmarks to help you know when to turn.

Where is your desired region for driving instructions?
Are you sight impaired? (and driving?) Or relaying these instructions to others?
It can be quite easy to get lost if you miss a step in the instructions. (I wrote software customization for those who needed linear instruction)
