yeah - i've never had an issue on 40, even with a lot of the construction that was going on in western NM
I wouldn't be a bit concerned about driving near the border ....... you're on a major road and would be perfectly fine

40 to 17 is the best way as long as the weather holds ..... they have been known to shut down 40 or 17 near flagstaff when a big storm comes through, but those storms are rarely a surprise
last winter driving back from Abq we decided to cut down to Socorro, took US 60 into AZ (enjoying a nice stop at the Daily Pie Cafe in Pie Town) ... let my daughter stretch her legs at a playground in Springerville .... connected into the 260 through Heber-Overgaard to Payson where we had dinner and then cruised back down into Phoenix on 87
this took a good amount of time longer than the major freeways, but there was a big storm coming through .... we stayed dry pretty much until payson and then were rained on really heavily all the way home ..... the freeways up north stayed open, but they did get a good amount of snow and there were a lot of delays as the storm was active and dumping at the time we would have had to drive through it
without the storm though, we would have run 40 to 17
I just made that trip earlier this month (west to east). I made sure the storm was behind me. Flagstaff got around 20 inches but I made it through at the beginning of the storm. Get the long term forecast and plan your trip around the storms, if you have that kind of flexibility. Get out in front or leave a day or two after.
