I fly Spirit OFTEN. This does not affect me at all. A small "Day-Pack" type bag is considered a personal item and is thus free.
A round-trip ticket from LAS to OAK on Spirit is $60. I'm not going to b**** about carryon fees when I'm paying that little for a ticket. LAS to FLL (which will get me close enough to home) is $100. Again, who cares about bag fees? I travel light anyway.
I think the people that care about bag fee's, are the one's with bags. Not everyone travels light, and they might need clothes for where they are going.
It's an incentive for you to pay in advance, rather than at the gate, where you inconvenience everyone by delaying boarding. If you pay at the kiosk or check-in counter, there are no changes in fees. I guess the headline "Airline incentivizes passengers to pay fees at check-in" doesn't grab as much attention as "Airline charges $100 for carry-ons", plus most Las Vegans would have to look up the word "incentivize" in a dictionary.
Fee does not apply to anything that will fit under the seat.
