So a European relative of mine will have a 3 hour layover in Atlanta Hartsfield in order to connect to a flight for South America. We never get to see each other, so we were thinking that this would a great time for us to meet up and leave the airport for lunch etc. Firstly is this possible? And if so what needs to be done so that he can leave the premises?

3 hours really isn't enough time IMO. Realistically, it'll take him an hour to get out and up and figure it will take an hour to eat then an hour to get back. That's really pushing it.
That is the world's largest airport and unfortunately it is really far away from where most people in the atlanta area live and the restaurants. If you want to see him your best bet is for you to go to the airport. There's places to eat without leaving the airport so he won't risk missing his connecting flight.
Dont even think about leaving the airport just no time but there are plenty of restaurants in the airport, maybe a call to the airport to inquire about the feasibility of a meet up..
Well that's doable. It would've been nice to go out and eat, but I can definitely meet up with him at the airport. And yes he is coming from Europe. That makes sense though. How busy do you think security it will be on a Sunday? I know I can't get into the international terminal, but I do know that he can leave it.
In 3hr you can do about 45min to 1hr meet & eat in the terminal (If the flight inbound is on time, and custom/imigation does not take to long, and secutity back into gate areas is short.)
Since he is coming from an International flight he will have to reclear security anyway. Problem is he will also have to go through customs, and immigration which can take a long time sometimes and re-check his bag. You will have to meet at a place in the airport and pre security. Not sure what the options are in ATL but that is certainly your only option.
