Haven't been to all places you've listed, but my top two most romantic cities are Venice, Italy and Seville, Spain.

But if I had to pick just one country to visit, it'd be Italy, though.

I agree. I've done two weeks and that was only Italy, (Rome, Florence, Cinque Terre) Switzerland, and the south of France. Traveling in between takes up a lot of time, do not underestimate this. And I could have spent a lot more time in Italy....
