That would occur in R3 conditions only. In my entire life I have never run into that situation. Personally I would park my car before condition get that bad.

R-1: Chains are required on all vehicles except passenger vehicles and light-duty trucks under 6,000 pounds gross weight and equipped with snow tires on at least two drive wheels. Chains must be carried by vehicles using snow tires. All vehicles towing trailers must have chains on one drive axle. Trailers with brakes must have chains on at least one axle.

We drove rte 80 from New York to San Fransisco in December ; yes, it was years ago, but it was a fantastic trip. We left dec 6th and got to Salt Lake in 4 days. Had a map and a CB radio. Then we stayed with friends in Salt Lake and decided San fransisco was only 800 miles ; we were in!! We stayed in Lake Tahoe for 3 days due to a snow storm. We did bring chains but didnt need them.
Then we drove up Rte 5 to Vancouver. It was a great trip and got back to NY in time for the new year. 8000 in 3 weeks, no kids, no animals, just the two of us under 30. Oh life was great.

Now over 40, two kids, dog, and we would love to do it again.
