Like others have said, you will have to collect your bags once you reach Atlanta, the bags will be re-screened again, then you will have to go through US custom and immigration before you are allowed to board your Raleigh flight. It will be REALLY tight, even if you rush, because it all depends on how long the lines are in front of you.

When are you flying? If it's in winter, you have to factor in airport traffic and weather as well, that may delay your light coming into Atlanta.

I would check with Atlanta airport about minimum international transfer time for that airport, just to be safe.

If you tell the people on the ground your situation when you are disembarking the plane they will give you a pass for an express line through customs...at least they did this for me just this last Sunday coming from Mexico with a 1.5 hour layover in LA before a connecting flight to elsewhere in the US. I had to chnage terminals as well from international to demostic via a shuttle bus that I had to catch at the curb. I made it with 15 minutes to spare.

It will be a tight connection but it can be done. After passing thru Passport check and immigration, you will have to collect your bags. If your ticket is separate, you will need to go to the airline counter and get new boarding pass, deposit your bags or get new tags and drop them in baggage line. If your bags are tagged all the way to Raleigh, then you do not have to go to Airline counter, you can just drop them after passing thru customs.
One thing is sure, your bags will not reach Raleigh. You need to collect them at Atlanta and then pass thru Customs and then again drop them for further travel.
If you miss the flight, you can take your bags and after Customs, just go to the Airline Counter and they will rebook you in the next flight.

RDU has a direct flight from London on AA, why not just do that.

^^^This. I haven't flown international through Atlanta, however DFW has an express lane for passengers making a connection.

1.5 hours is tight in ATL. Things to do to make it go better.... Sit at the front of your plane coming into Atlanta, DO NOT check a bag, take a look at the ATL airport map to make so you know what / where you will be going, don't be afraid to speak up about your connecting flight. Maybe you can pay extra for priority baggage handling? Find out what the next ATL - RDU flight is so you know the flight number. When you land in ATL use your phone to check to see if your connection flight has been delayed.

On my last international arrival into ATL my seatmate had the same connecting flight that I did. The connection was short...under an hour due to our late arrival. He had a checked bag to recheck. I had no checked luggage. I made my connection and he did not.

As of January, 2014, Atlanta did not.

I suggest also requesting an aisle seat as you will be able to deplane more quickly when you reach Atlanta and a few extra minutes could be crucial in this situation.
