Arriving in Phoenix on the direct flight from London it took around 30 mins from leaving the plane, getting through immigration and customs (carry on bags only), getting to the skytrain and getting in my car at the long term parking lot.
Mostly because phoenix has so few international arrivals. I agree that makes it quick. But not comparable to other busy airports.

yes, I imagine very few international people fly to the US through Phoenix Airport, which has very few international flights to start with - mostly from Mexico/Caribbeans, with London being the only exception. (flights from Canada will have their US customs clear in Canada beforehand)

Depends if there is a flight from Mexico arriving at around the same time With the advantage of Global Entry, it isn't much quicker than Newark, LAX or Dallas.
I fly international in and out of Miami a lot (8 times a year or so) and there are always those who miss their connecting flights because they thought they had enough time. Miami is a busy airport and you can always expect delays and long lines. It's not up the airport to make sure you have your flights all coordinated that's up to you, the one planning the trip and buying the tickets.
I see this happen on domestic flights as well...people giving themselves 30-60 mins between flights and then pissed because they missed their connection due to a delay or change in gate or what have you.
Where were you flying in from that gave you a connection in Miami for Minneapolis ? Taking the cheaper option with more stopovers doesn't always pay off.

Miami is the primary point of entry to the US for people flying from South America.
I never accept less than a four hour connection when returning to the US.

And if I were to find that my only options to connect same day on returning to the US were much smaller than this, I would simply be booking a hotel at that airport and planning to take the final leg home the next morning.
