Barcelona/Madrid. Athens is overrated. Take the high speed train from Barcelona to Madrid (or vice versa) and do both cities.

We have not done Greece at all, so my view is partial. I would try to combine Barcelona and Midred.I disagree with people who say, Madrid is only good for a few days. We spent an entire week there, it was our base home for so much sight seeing. We finished the week with only one day left to just relax and finish up shopping etc. There isn't that much in the city but there are so many great side trips. And yes, Barcelona is beautiful. I will add, neither are cheap anymore. Your budget might be a little low, but if you really try you can do it. Just be ready for using public transportation and looking for the best budget deals for tours. They are out there.

I'd go with Athens.

I would choose Barcelona without a doubt. I didn't care for Athens very much. I much preferred the Greek islands I visited, Santorini and Rhodes. Madrid does have some great museums such as the Prado which is a must-see. However, I just love the vibe of Barcelona so much more. So many things to see, Sagrada Familia, Picasso Museum, Gothic Quarter, La Rambla. A lot of great restaurants too.
