You will note that US citizens pay $20, which is pretty typical. Canadians and Australians pay $60.
As far as taking visa fees into account when traveling, absolutely not. Even a $200 visa, which is about as high as they go in reality (not the absurd fantasy figure of $5000 cited by a previous poster) is a very small amount when factored into a trip. In and of itself that fee is not going to change my mind.

it is pretty stupid to Turkey to charge $20 when America charges Turkish visitors $160.
What's more stupid is countries like Poland, which offers visa free policy to Americans, but are required to apply for visa before going to the US. Some countries just lack self-respect.
That was part of the deal for Poland when it opted into the Schengen area which allows American passport holders visa-free travel. What it should be doing is lobbying for visa-free travel for its citizens into the United States. It's not like the 1980s and 1990s when a lot of Poles who could afford the plane ticket did illegally immigrate to the USA; these days they just legally move to the UK instead.
How many Turkish citizens want to vacation in the USA?

Or these countries really want American tourist dollars.
Back when the rates were set, there were orders of magnitude more American citizens wanting to visit Turkey as a tourists than Turkish citizens who would make tourist visits to the USA even if the US visa were free.
Nah, considering the cost of a trip.. visa feels are minimal.
