West Hollywood is safe. $200-250 is enough for a good but not awesome hotel. I sometimes stay at the Petit Ermitage in WeHo which should be in that price range. It is a little quirky (artists, models, gays) but fun. You will need a car anywhere in L.A.

From what I recall the nice houses were fairly close to each other, in the west side of the city, but many were south of the Ventura Freeway (while the Gamble house is north of it). There are also many good-looking non-A&C mansions. Downtown is also worth walking around, and I was pleasantly surprised by the Caltech campus, and the Huntington Library further east. Gorgeous college town.

Hotel Palomar on the Westwood/Bev Hills border is having a sale $199 for a King or $239 for double queens.
Good location and close to everything (but not in the middle of it) you want to hit up.
And you can park on the street to save $37-40 a day.
