Since my cell phone doesn't have roaming plan, I'd need to use payphones at airports. Are they charged the same rates as regular payphones on the street, or more expensive at airports? E.g. in European countries?
You may want to check if your carrier offers wifi calling if they do, you may be able to connect to the wifi at the airport to make your calls. If they don't it make be easier to use other services like Skype, Vonage, or MagicJack

I haven't seen a pay phone anywhere in a very, very long time.
What cell phone plan doesn't allow roaming? Even those cheap pay-as-you-go phones have roaming capability.

that's a good idea, but they'll probably have to pay for the wifi depending on which airport their using. Not all airports offer free wifi.
Not sure as each location, country and provider charges what they want. It's up to you to check the rate card of the specific phone you will be using.
Now, if you are traveling to Europe, ask AT&T to unlock your phone so you can buy a temporary European SIM Card when you get to Europe and use that during your stay. This assumes you have been with them for over a year, you own the phone, and you have been good at maintaining service.
Why won't your phone work at an airport? Do you mean in a foreign country? If you are within your plan's area, it should work just fine. More details, please!

Most airports do have a few public payphones but not many. If the airport has free wifi, then you can use Google Voice for free calls to the USA or Canada from either a cellphone or tablet app or a laptop.
