Thinking of spending 3-4 weeks in the Philippines sometime in 2017.

I'm creating a budget now of $5k for travel expenses, not including airline ticket.

Is $5k enough for that amount of time?

I plan on doing a lot of snorkeling, diving, whale watching, etc.

5 grand? Even for the activities you want to do, that's more than enough. The Philippines is very cheap. I don't see how you'd be able to spend more than 2 or 3 grand, and that'd be splurging.

I also think 5k is plenty, but remember there are 7,000 islands and if you are going to visit several of them, there will be airfare or boat transportation costs to factor in. Still, I think 5k is plenty.

US$5,000 is a healthy budget for the Philippines. It's enough to where you aren't missing out on anything due to budget limitations.

I spend around US$4,000 - 5,000/month in the Philippines. Not particularly extravagant on things like hotels either, only splurge occasionally. Would not be difficult at all to spend twice that.

I am budgeting for two weeks for two people in 2016 and I am not coming up with more than about $4k including plane tickets.

Look, there are about 15-20 US ex-pats and tourists that post videos on travel and life in the Philippines. A good number of them have a budget that is close to US$1000-1500 a month. Renting short term may be more costly but hotel rooms in many cities are $30-50/ night unless you need to stay in the business parts of Manila.

Now if one of your goals is to enrich the lives of "bar girls" in Angeles City, all bets are off as to how much money you can blow in a month.
