It is a crap shoot. But so are restaurants. (Heck, look at Chipotle.)

That said, here are our rules (for street food ir restaurants in ANY country)

If it looks dirty, walk away.
If it smells, walk away.
If the worker handling money is also handling unwrapped food, run away.
If the place is dead empty during regular, local meal times, walk away.
If all the local patrons are only drinking coffee or beer, etc. and not eating anything, run away.
Eat hot freshly cooked food as much as possible. Avoid raw food (salads).
Generally, We avoid eating fish.
Bottled water, be careful of ice.
For street food, I'm a big fan of plastic eating utensils. (And unabashedly admit to carrying my own.)

I ate street food in Beijing in September and was fine...we were primarily in the hutongs off Wangfujing Street and the food stalls at the north end of the street...they seemed clean (enough) and the food we had was quite tasty. We were the only English-speaking people anywhere to be found so I'm not sure what exactly we ate other than the sugared fruit on the long skewers. I DO know I ate a grasshopper, though....it actually wasn't too bad. (And I ate a scorpion in Thailand)

My boss went to China and got food poisoning after he tried a lot of those street vendors.
He was there on business and was unable to work for almost a week.
