Consider Charleston. Beautiful and safe, lots of sightseeing tours to go on and great food.

Charleston is great, probably my favorite city honestly, but it won't give him the warm beach escape he's looking for, at least in March. But, it is awesome and if the OP is open to something different that'd certainly be an option. I'd feel very comfortable exploring it solo.

Of all the places that the OP mentioned, I would go to Puerto Rico. You need a car to explore though. Food is great, the only island on the Caribbean with Spanish influence in their cuisine. You can drive up the hill to taste their Lechon (whole pig BBQ), go have Puerto Rican breakfast at La Bonbonera in old San Juan, enjoy the beach, etc. Use Hotwire for your car rental, shouldn't be that expensive.

I vote Chicago. It is very easy to navigate without a car, and Chicago is quite unique and definitely not the same vibe as NYC. For the food alone; pizza, Italian beef sandwiches it's worth it!!!
