Houston seems like a perfect place for culinary turism, since it has creole, southern, texan, and mexican elements, and the food in the airport was amazing so I can only imagine how good it must be in the city. Atlanta excites me because of the soul food there
Virtually all large cities in America will have those cuisines.
As far as soul food, you'll find better and more in NYC (include all boroughs) than you will in Atlanta. Surprising, but true.
If you're specifically going to a US city for food, I'd be headed to Savannah or San Francisco. If I wanted heavily ethnic, NYC or Washington DC or San Francisco.
